Spending on Saakashvili's presidential activities was carried out at the expense of the Administration of the President of Georgia and the State Support Agency. It was found that the visit of the masseuse Dorothy Stein, known as “Doctor Dot”, to Georgia was carried out involving president's representation expenses.

In total, during the period 2009-2013, $3.6 million was spent on Saakashvili's personal needs from the state budget, including education of his children, expenses for a personal chef, cosmetic services, and the purchase of costumes.
